Once Karen joined, don't go straight to Mizu City right away, instead go back to Tsugi City and introduce her to Mai, you need to do this because once you reach Mizu, Mai will not in Tsugi City anymore.
You will get the Fishing Rod after advance the story if you do intoduce Karen to her, if not she will just forget.
