To get the Flash Spear blueprint, you have to bother a certain NPC.

Keep bother her over and over.

Just keep doing it.

Until she give you the blueprint.

Once you get the blueprint, go back to the Blacksmith at Tsugi City.

For Wood and Iron Ore already mentioned before and for the Thunder Xstals can be found just like Earth Xstals.

Should you don't have enough Thunder Xstal, you can make them yourself there.

You can make it as long as you have at least 1 Thunder Xstal as example, and the rest of material needed.

Don't forget to level up your blacksmith level to 4 incase you forget.

Finally you can make the Flash Spear.
